Аннотация

The paper proposes methodological approaches to the use of quantitative methods in public administration, aimed at enhancing the meaningfulness of managerial decision-making rather than expanding mathematical sophistication. Unlike traditional classifications that systematize methods according to their mathematical characteristics, the authors argue for an approach grounded in the structure of managerial situations, types of uncertainty, and the legally defined authority of executives. The study develops a triadic linkage “managerial situation — managerial action — quantitative tool” and establishes boundaries for the interpretation of results, thereby preventing the substitution of managerial judgment with computational procedures. Five clusters of managerial tasks are identified, including situational orientation, prioritization and choice, assessment of consequences and risks, control and adjustment, and organizational resilience, and their correspondence to minimally sufficient forms of formalization is demonstrated. The practical significance of the study lies in its potential application to executive training, the formulation of requirements for analytical materials, and the design of decision support systems in public administration.
